On February 15 the company wrote on its Surface Blog its potential customers in U.S. can place order from Microsoft online store and it will be shipped in 2-3 weeks.
Inventory at other stores:
Best Buy (U.S.) says people can place orders for 64GB or 128GB Surface Pro as they know the fresh stock is on the way. If the store does not have stock then buyers can reserve the device.
Staples (U.S.) too says the same. It says people can place a kiosk order if the tablet is not in stock on their store.
Best Buy and Future Shop in Canada says people can reserve the 64GB Surface Pro. More inventories has been ordered and the 128GB Surface Pro too will be made available on their store.
Microsoft continued on the blog post that the company is working around the clock to cope up with the demand by increasing production.

Well, it is not clear why Microsoft didn't had enough stock to cover up the demand. Is it that the company underestimated its 128GB Surface Pro?
